Does Belize retiree permit travel to Commonwealth countries?

Hello, I am a retiree in the U.S. with adequate income to live expat but not enough to live comfortably in U.S. I am most comfortable in more temperate climes and do not wish to spend all of my time in a sub-tropical climate. Hence, I am interested in being able to travel to other Commonwealth countries (Canada, U.K.). Can I do so on a Belize retiree residence permit? As a U.S. citizen retired in Belize, how long before I can apply for a Belize passport?
